Jeff Littell is a Registered Geologist in Arizona and lives in the Phoenix area. He has more than 20 years’ experience working as an environmental consultant and regulatory expert. In 2016, Southwest Groundwater Consultants’ parent company, Matrix New World Engineering, PC (Matrix) hired Jeff Littell to serve as Vice President and National Client Programs Director. Mr. Littell is responsible for leading Matrix’s efforts to develop and grow business nationally as well as within the Southwest Region in which he resides. Littell will establish and grow its National Client Programs and Industrial Processes Group, including Water and Wastewater Treatment Practices.
Mr. Littell has extensive experience and in-depth knowledge in environmental regulatory compliance, strategic environmental management and hydrogeology. He also has experience negotiating with state environmental agencies in Arizona, Iowa, Kansas, Missouri, Nebraska and Oklahoma and the U.S. Environmental Protection Agency (USEPA), Region IX. Mr. Littell has conducted and overseen a regulatory program that prepared and evaluated numerous environmental investigative and remedial activities for technically and legally complex contaminated sites. He specializes in federal and state Superfund programs, Resource Conservation and Recovery Act (RCRA) and leaking underground storage tank (LUST) investigative and remediation activities, and has also conducted numerous Aquifer Protection Permitting (APP) and National/Arizona Pollution Discharge Elimination System (NPDES / AZPDES) permitting activities.
Mr. Littell has performed regulatory program development for the State of Arizona and USEPA, including preparing, overseeing and training staff in environmental regulations. He has served as the State of Arizona’s hazardous waste pre-remedial program manager, at which time he developed the regulatory program’s quality assurance program plan and oversaw the development of the Arizona Department of Environmental Quality (ADEQ) Water Quality Assurance Revolving Fund (WQARF or state Superfund Program) Eligibility and Evaluation model (similar to the federal Superfund Hazardous Ranking System).
